The gist of it is that the Texas CPS had no justification to take all those kids (more than 440) from their parents. They did not have any indication that the children were in immediate danger, and they cannot treat all the families as a single household.
This is a victory for parent's rights, regardless of what you believe about polygamy or whether there were individual cases of abuse. CPS doesn't have unlimited rights when it comes to our children, and they must follow the law! Already, many Christian parents are scared that CPS will come and take their kids if they openly discipline their children or teach Christian family values (like no sex outside of marriage, we didn't evolve from some amoeba-like critter, we must respect other people). This ruling should give some comfort that somewhere in the system there's at least one judge with common sense. Of course, we'll see if the ruling stands or if the Texas Supreme Court blocks it...
Now, I firmly believe that there may be cases of abuse, but also that any cases of abuse should be taken care of through the proper channels... and Godspeed them as they do prosecute those cases correctly. I am not at all soft on abuse cases. I would probably tend more to a hawkish view on punishment in such cases, but they must be proven. We can't call it abuse to teach a religion that's different, any more than we can call it abuse to teach atheism or Christianity.
